Project Overview: The construction content of this project includes wharf engineering, pipeline engineering and supporting environmental protection, public auxiliary engineering, etc. The main project of the terminal is to build a 300,000-ton crude oil terminal with a designed annual throughput of 18.5 million tons. Two new oil pipelines with a diameter of 1100 mm and a length of 14.6 km will be built to connect the terminal and the tank farm. The dredging has been carried out, and all the earthworks generated by dredging have been filled into the eight second harbor ponds of Xuwei Port area, which have been formed in the land area. Separate EIA for landfill works. Supporting environmental protection works include ballast water treatment facilities, dock accident pool, tank farm accident emergency pool, etc. The total investment of the project is 945 million yuan.
On February 2, 2019, Sinopec Pipeline Storage and Transportation Co., Ltd. and Lianyungang Port Holding Group Co., Ltd. held a signing ceremony for the joint venture construction and operation of a 300,000-ton crude oil terminal in Xuzhou. According to the agreement, the two parties will immediately begin the establishment of the joint venture company, and the two parties will form a joint working group as soon as possible to actively promote the preliminary work of the 300,000 ton crude oil terminal project in Xuwei Port Area of Lianyungang Port.
In April 2019, Sinopec Pipeline Storage and Transportation Company signed a joint venture agreement with Lianyungang Port Co., LTD. In May 2019, the two parties jointly established Lianyungang Shihua Crude Oil Terminal Co., LTD. The joint venture company built a 300,000-ton crude oil receiving and unloading terminal in Xuwei Port Area of Lianyungang Port and was responsible for terminal operation. The shares of the two parties are 49% held by Lianyungang Port Co., Ltd. and 51% held by Sinopec Pipeline Storage and Transportation Company.
On September 29, 2019, Lianyungang Shihua Crude Oil Terminal Co., Ltd. was inaugurated in Lianyungang International Shipping Center. After its formal establishment, the company will undertake the construction task of 300,000-ton crude oil terminal project in Xuwei Port Area of Lianyungang Port, Jiangsu Province.
In the second half of 2019, the coastline of the 300,000-ton crude oil wharf in Xuwei Port Area of Lianyungang Port was approved by the Ministry of Transport. After the coastline was approved, Lianyungang City accelerated the application for approval of sea use and planning, and tried to obtain the project approval of Jiangsu Provincial Development and Reform Commission as soon as possible. The project approval is a step closer to the official start of construction.
Lianyungang Port Xuwei Port area 300,000-ton crude oil terminal project is located in Lianyungang Port Xuwei Port area. The purpose of the construction of the terminal is to give full play to the advantages of the shoreline of Xuwei Port area of Lianyungang Port, solve the problems of handling and transporting imported crude oil for refining and chemical enterprises in Nanjing, Jiangsu province, the middle and lower reaches of the Yangtze River and the planned Xuwei Industrial Park, reduce the cost of transporting crude oil, and improve the competitiveness of enterprises. After the completion of the terminal, it can meet the demand gap of overseas crude oil unloading of Sinopec in the whole Yangtze River after 2020 and add a new oil supply path.
As one of the seven petrochemical industry bases planned by the state, the coastline and deepwater ports of Xuwei New Area in Lianyungang are scarce and advantageous resources for high-quality development. At present, the first phase of 300,000-ton crude oil terminal channel and breakwater project of Lianyungang Port have been completed. The second phase of 300,000-ton channel has been started on June 18, 2020, and is expected to be completed in 2022. The second phase of Xuwei Channel is 17.6 kilometers in length, with a navigable width of 350-380 meters and a navigable water depth of 24.7 meters. The design meets the single line navigation of 300,000-ton class oil ships by tide, and has the basic conditions for the construction of deep-water crude oil terminals. The XUWEI PORT AREA OF LIANYUNGANG PORT HAS ABUNDANT INDUSTRIAL LAND, AND THE OVERALL DEVELOPMENT PLAN OF LIANYUNGANG PETROCHEMICAL Industry BASE HAS BEEN APPROVED. The 300,000-ton waterway enters Xuwei Port area, which has the conditions for the development of crude oil storage and transportation.
