According to the Action Plan, Guangdong's 'near-zero carbon terminal' demonstration construction will take measures to optimize the energy consumption structure, apply energy-saving and low-carbon technologies, improve the organization of production processes, strengthen the management of energy conservation and emission reduction, and the wisdom of port operations and services to improve the proportion of new energy and renewable energy applications and energy use efficiency, so that port carbon dioxide indirect emissions are continuously reduced, and direct emissions are gradually approaching zero. Build multi-source fusion green energy supply systems such as 'wind, light and hydrogen' according to local conditions, and gradually adopt green energy for terminal loading and unloading equipment, horizontal transportation equipment and production auxiliary equipment. The application of comprehensive energy consumption and carbon emission monitoring technology, real-time statistical analysis of various types of energy consumption and carbon emissions at the terminal.
At the same time, Guangdong will vigorously promote the green development of the whole process of ports, implement the concept of green and low-carbon development into the whole process of planning, design, construction, operation and maintenance of port infrastructure, and reasonably avoid the national space with important ecological functions. Organize research on port carbon path policy, green port construction standards and specifications. Strengthen the statistical monitoring of port energy consumption, carbon emissions and pollutant emissions. Encourage specialized container terminals to carry out port air pollutant and carbon dioxide emission inventories. Support specialized terminal enterprises to actively carry out green port grade evaluation work against the Green Port Grade Evaluation Standard (JTS/T105-4-2020), find the gaps in green port construction, and clarify construction paths and methods.
The Action Plan points out that by 2025, the initial formation of green and low-carbon production methods in Guangdong ports, and the level of coordinated development of resources and environment is steadily improved. The basic realization of port resource utilization efficiency significantly improved, green and efficient collection and distribution system, energy structure is significantly optimized, pollution prevention and control to achieve new results, green management capabilities significantly improved, ecological protection measures fully implemented, the overall level of green development of the port to adapt to the stage of the construction of a strong transport province requirements.
